Monitoring the observance of children’s rights in the system of alternative care (report)

We offer for review an analytical report that we created based on the results of monitoring the observance of children’s rights in the system of alternative care.

The report presents the results of monitoring the observance of children’s rights in the pilot project and recommendations for improving child protection policy, taking into account the specifics of transformational transformations. In 2018, for the first time in the history of Ukraine, the main stakeholders in the field of children’s rights (Government-Ombudsman Civil Society-United Nations Children’s Fund (UNICEF)) joined forces to develop a system of monitoring children’s rights in the system of alternative care in accordance with international standards.

The Multilateral Memorandum of Understanding and Cooperation between the Ministry of Social Policy of Ukraine, the Ukrainian Parliament Commissioner for Human Rights, the United Nations Children’s Fund (UNICEF) in Ukraine and the Ukrainian Child Rights Network laid the groundwork for monitoring the development of children’s rights in the context of development. alternative care in Ukraine. In the framework of cooperation in accordance with the Memorandum during 2018-2019, an inclusive process of discussion of tasks, methodological approaches and practices of monitoring the rights of the child in the system of alternative care at the regional level continued. According to the tested methodology, the parties to the Memorandum jointly conducted monitoring work in five pilot regions of Ukraine: Kyiv, Odesa, Lviv, Donetsk (in the territory controlled by the Government of Ukraine) and Kharkiv. Based on the results of such activities, this report was prepared, which will serve as a basis for improving the processes of development, implementation and monitoring of child protection policy:
